Call for proposals for oil mills: FOA requests an extension of the reporting deadline.

Technical complexity and bureaucratic fragmentation underlie the request to the Ministry. An additional 30 days have been proposed to avoid dangerous formal errors.

FOA Italia has presented to the Ministry of Agriculture and Food and Forestry Sovereignty the Request for an extension to April 27 for the reporting of funds obtained by millers through the call for proposals for modernization financed with PNRR resources (the so-called “PHASE A”). The association made the union initiative public during The National Assembly of FOA Italia held during the EnoliExpo in Bari.

The official announcement of the union action came after an intense effort to listen and summarize the critical issues raised among companies in the recent period. FOA Italia chose the Enoliexpo setting to publicize this important initiative, which highlighted the serious operational difficulties encountered by beneficiaries in the final reporting phase of the modernization projects financed by the PNRR (Mission 2 Component 1 – Investment 2.3). The decision to formalize the extension request represents the necessary feedback that companies expect from a trade association.

It is on the basis of this close relationship with the territory that on March 18, 2026, the association filed an official note with MASAF addressed to the Head of Department and the General Director of the Mission Unit for the PNRR.

Complexity and heterogeneity

The instance puts the spotlight on Deadline March 27, 2026. The term for the so-called “Phase A” (the transmission of reporting from beneficiaries to Implementing Bodies) is considered difficult to sustain for two main reasons. technical complexity, due to the burden of demonstrating strict compliance with DNSH principles and climate and digital tagging, but above all for the bureaucratic fragmentation resulting from a marked inhomogeneity in the documentation required by the various Regions and territorial bodies, which has slowed down the completion of the procedures for many oil mills.

FOA Italia has formally requested to move the deadline for “Phase A” to April 27, 2026This thirty-day postponement is considered vital for allow the mills to complete the production of the additional documents, avoiding formal errors that would also put at risk the achievement of the final target M2C1-8The association then underlined the technical sustainability of the request for the following reasons:

  • the European Commission's timeframe sets the deadline for the milestones at 31 August 2026;
  • the last payment request that the Ministry sends to the Commission is scheduled for 30 September 2026;
  • A postponement of Phase A would still leave ample room for maneuver for the subsequent Phase B managed by the regional offices.

With this initiative, made public before the members gathered at the national assembly, FOA Italia confirms its role as a local association, capable of transforming local needs into concrete proposals for the protection of the agricultural and olive oil sectors.
