Modernization of the mills, Aifo launches a cry of alarm

“We thank the Minister Francesco Lollobrigida for the speedy signing of the decree with which it defines the procedures for issuing regional tenders relating to 100 million for the modernization of the oil mills. But we cannot fail to detect some critical issues which should be immediately overcome at the time of issuing the notices themselves ".
The president of Aifo – Italian Association of Oil Millers – Elia Pellegrino (in the picture) warns against the problems associated with obtaining theSingle Environmental Authorization (AUA) as a mandatory element when submitting the grant application.
“This assumption – explains Pellegrino – would inevitably lead to inconvenience, given the bureaucratic slowness, measured in months, with which the various Competent health authorities issue this Authorization, done this that would make the decree itself lose its validity, because the deadlines set for the presentation of the relative application would be exceeded. We therefore urge the Regions to a appropriate evaluation precisely on such arguments and let's say right now that only with one strong coordination with the trade associations it will be possible, if not to solve it, at least to iron out this problem.
We also ask the Regions themselves speed in publishing within the scheduled time (30 March, ed) the related tenders and we invite you not to hesitate to get in touch with the trade associations to resolve any problems in drafting them. Finally, we trust that even the Regions that register a lower presence of mills and therefore have obtained proportionate resources, will in any case allocate these funds to the intended purposes, bearing in mind that supporting the millers also in these territories benefits the national oil system".
It is worth remembering, in this regard, how the distribution of funds will be. Going in descending order, the 100 million euros will be divided as follows between the Regions: Puglia 27.4 million, Calabria 16.5, Sicily 12.6, Tuscany 8.3, Campania 6.4, Lazio 5.8, Abruzzo 5.1, Umbria 3.7, Sardinia 2.8, Marche 2.4, Basilicata 2.3. Liguria 2.1, Molise 1.6. Below one million euros Veneto (915 thousand), Emilia-Romagna (657 thousand), Lombardy (428 thousand), Friuli-Venezia Giulia (176 thousand) and the Province of Trento (112 thousand). No funds are foreseen for Piedmont and Valle d'Aosta.
Public support is granted in the form of a capital grant. The applicable contribution rate, which will be defined by the Regions and the Autonomous Province of Trento, cannot exceed 50% of the amount of investment costs eligible in Less developed regions and 40% in the other Regions. It will be possible to deliver one financial advance equal to 30% of the eligible expenditure, on the basis of a specific request from the beneficiary accompanied by a suitable guarantee.
The projects exclusively concern investments aimed at the replacement and modernization of the most obsolete oil mill systems with theintroduction of “2 or 3 phase” milling and extraction plants.
